Two Arrested for Sexual Assault Despite State Supervision

LAS VEGAS - Thirty-seven-year-old Lemon Butler, a convicted sex offender, is back behind bars. He is accused of brutally beating a woman and trying to rape her as she left Fashion Show Mall January 14th.

Tuesday, Metro Police arrested 40-year-old Omar Bey for domestic violence. He allegedly tried to strangle his victim.

Henry Martin, arrested in North Las Vegas last week, also faces sexual assault-related charges, including battery and attempted sexual assault with a deadly weapon.

All three cases are unrelated. All three men were on lifetime supervisions with the Nevada Department of Parole and Probation. A parole officer visited Martin the day before he allegedly re-offended.

"This is very unusual. We very rarely have violations as egregious as some of the ones we've had just recently," said Nevada Department of Parole and Probation Sgt. Brian Zana.

Zana could not comment on these specific cases, but he plans to work with the Nevada Legislature to change state law so these offenders have better supervision and more accountability.

"Right now, the lifetime supervision system is not ideal. It has issues we're trying to address," Sgt. Zana said.

Lifetime supervision is reserved for some of the worst of the worst. It means the offender has a court ordered relationship with a parole officer until the offender dies.

Some say it's not enough. Donna Coleman, an advocate for children, has fought for years to strengthen Nevada's sex offender laws.

"If they feel like they need to be on lifetime supervision, then maybe they need to be on lifetime parole and probation," she said.

Coleman hopes Nevada will track sex offenders through GPS technology. For now, that issue is tied up in court.

"Lifetime supervision is not a lottery. You are on lifetime supervision, because you've committed a heinous act," she said. "We think it's bad enough that we want to check you out for the rest of your life."

The sex offender unit at Parole and Probation has 17 officers, 3 sergeants and a lieutenant who supervise 868 registered sex offenders in southern Nevada.
